$500m in cuts to UCs "best case scenario"

I found this article in the UCLA newspaper today:

Brown proposes $500 million cut to UC's funding / UCLA Today

The $500 million cut to UC represents a "best case scenario," said Patrick Lenz, UC's vice president of budget and capital resources, and is dependent on successful passage of Brown's tax extension package.

His main priority, he said, is to protect as best as possible the quality of the university's core academic and research missions.

So if the tax extension package does NOT pass in California this year, then in addition to the above $500 million, how much more will be cut? And will that result in higher tuition, reduced student services, less classes, more online offerings, less sports teams, ???? Just curious to know where the cuts will be made and who will be affected the most.
