529 plan and schools outside the US

Hellooo, all!

I'm a Senior in High School applying to universities, and I had planned on applying to three schools in the UK (in addition to others in the US)- University of Edinburgh, University College London, and University of Aberdeen. However, my father recently told me (as in 30 minutes ago) that the 529 plan he had been using to save up cannot be used for schools outside of the United States. This, of course, conflicts with the locations of my top choices (Edinburgh and UCL) and yes. Not a pleasant feeling to hear that your dreams are unlikely to happen, when 5 minutes before you were confident in where you were headed. But, I digress!

Is there any way at all this money can be used to pay for the UK schools? Can it be withdrawn? I realize it wouldn't equal the full amount, and there might be some fee or somethingorother imposed upon it because of this, or is it stuck in the system forever?

Thank you all for reading, and if I didn't make something clear just tell me. I'll try to clarify.
