If this appeals to you, also check out Temple. They just introduced fly in four which is basically the same thing - graduate in four years or they pay for the extra classes.
Obviously, there are conditions, such as taking full course loads, following one’s course plan for the major, not failing any courses, not needing remedial courses, not skipping a course because it is offered at 8am, not changing majors too late, etc… But students who fulfill these conditions are likely to graduate in four academic years even when there is no such guarantee.
