81 gpa..1500 sat..chance at these schools?

I'm currently a senior in highschool and I live in NY. My Gpa is pretty low, only an 81 unweighted, which is probably considered below average, and my weighted is an 86. I did poorly mainly because i did not try as hard as i could have, which i now regret. I have never been good at math and recieved D's in it on my report card. I was evaluated by a physchologist to see if i had ADD or any kind of learning disability because i have difficulty focusing. I do not have ADD but she said i have some kind of math disability, i think its called Dyscalulia and i have alot of difficulty when using shapes, especially in geometry. I was placed in lower math courses all of highschool and i only have 2 years of foreign language. I got a 1500 on my sat, and i plan to take it again although i dont think i can get any higher. I also have testing room privledges at school and i was wondering if this looks bad for college? Soo i was wondering with the low gpa i have and not so great SAT score, if i had a chance at any of these schools which i am applying to in a few weeks.

Using New Paltz as an example, look at the Common Data Set for each school. http://www.newpaltz.edu/oir/cds_c.pdf</a> Rigor, GPA and scores are most important with Essay and Recs next (section C7). Alumni relation is not considered at New Paltz (Section C7). Your SATs are low for the school (<25%ile according to section C9). Your GPA is also low (<25%ile according to here [How to Calculate Your GPA–Letter Grades and Percentages|Educational Consultant and College Planner | Great College Advice](<a href=“How to Calculate Your GPA–Letter Grades and Percentages | Great College Advice”>How to Calculate Your GPA–Letter Grades and Percentages | Great College Advice) and section C10). New Paltz is a reach.
