GPA is calculated from summer after 9th grade to summer after 11th grade. The confusion stems from the fact that you can use 9th grade classes to fulfill a-g requirements. However, the actual grades from 9th are not calculated into your UC GPA.
As stated by @UC911doc, UC’s do not use 9th grades in their GPA calculation but will use your 9th grades to make sure you fulfill the a-g course requirements with a C or higher. You self report your 9th grades on the UC application and they will be seen on your transcript once you matriculate to any UC.

UC’s do not consider 12th grades either in their admission decisions. You will be given a provisional admission if accepted and must maintain a 3.0 unweighted GPA with no more the 2 C’s, no D’s or F’s to keep being rescinded.
