How bad does it look if you moved from a very competitive school to a mediocre- not competitive high school? (I moved because I felt competitive school was being racist. I will not go into details.)

Also, i moved after freshman year and my extra curriculars do not seem very strong but I do have decent ec's. will me moving to a less competitive school and not having very strong ec's go against me?

well i don't think the MOVING itself will affect you, but what you do after you move that will. so grades need to be up, and try to show some passion in one or two ECs...etc

well, it could help you if you moved to a crappy high school and did good there. Ec's...uh I am pretty sure they will be slightly lenient with the ec's i guess. Well, the reason you moved might worked if you said the school did not offer educational opportunities neccessary to allow you to succeed or like unleash your crazy potential. Yea...

I agree with the previous posters. If you're in a not-so-competitive school, you need to have higher grades and a better class rank than if you were in a competitive school.

I think if you moved your residence, nobody will ask about the switch. But if you stayed in the same house and moved to a school with less to offer, people may wonder. And I sort of doubt that people will believe that the entirety of the better school was racist against you. I probably wouldn't bring it up in my applications, but be prepared to explain in case somebody asks about it.
