These are the stats for that percentage of people that got accepted to Upenn for the class of '09. It states that less than 2% of the applicants with a verbal score that’s less than 500 got accepted. It also states that 16%of applicants with scores between 500-600 on the verbal got accepted. Now according to most threads I read on CC where people with SAT scores of 600 or more ask about their chances and are told they have no chance, what about these people with scores of 500 and even less than 500 out of 800 that got accepted? Are the scores of international students included or is Penn just overhyped to be this magnificient institution that an average joe(or even a human as a matter of fact) can’t get accepted to?

Usually the lower scores go to those who have something huge going for them elsewhere (legacy, underrepresented minority, athlete, etc). Even international applicants at Penn do fairly well, getting well over 500 in many cases. On CC people tend to assume that anything less than a 700 equals no chance, which isn't true, but if a majority of your scores are in the 500 to low-600 range or even less (assuming you aren't a legacy, minority, etc) then your chances become rather slim.
