A question about my college application decision?

I have looked everywhere about this topic and emailed the university but i found no information about my situation yet. I never did the best in high school and now my senior year i have to go through extra stuff just to get in. Well my top college which is Shippensburg university (because its cheap and have friends that love it there) made me send mid year grades in of my senior year and additional scores. So after all this they finally came up with the decision but the decision says “Need Financials - Summer Prog.”. I know they have a summer program that a lot of kids have to go into if they didn’t do the best in hs. Anyways do you guys know anything about that? Also the “need financials” part. What does that mean exactly? (I’m thinking that it means i still need to apply for financial aid?) Would you guys think if i do the summer program it would count as credits towards my major or is it just a way for colleges to get extra money off you? I’m dedicated to get a degree but at the same time i was planning on working on summer but i guess i won’t be able to if at college during the summer. I think it might be called the bridge program or something. Anyways if you guys could help me out it would be greatly appreciated. Thanks for reading.

I think the “need finicials” is where they need you need to fill out your FAFSA and stuff to see what your aid sitch is
