Able to Bargain for Scholarship Money?

I was admitted into Oberlin with a scholarship for $25,000 per year, for each of the 4 years. It was awarded for good academics that i had. I do not qualify for any sort of financial aid because my parents' income is high, but i was wondering if i could ask CMU to match or at least give me some scholarship money if I tell them Oberlin gave me that much money. Anyone have any ideas? I dont suppose i could use this form, could i: http://www.cmu.edu/ntia/forms/finaidreview.pdf ? That seems to be just for like financial aid if you qualify for it, which i dont...

Sure you can. Oberlin is private, right? That appears to be the only requirement. There is even a box to check off if you did not apply for aid originally but would like them to consider you for a scholarship, since you got a scholarship from Oberlin.

For this financial review thing, I have two good offers of financial aid from private schools. Should I just choose the best one overall, or send them both and choose the best parts of each?

Probably send them both.

What if you didn't get any offers from any other private schools? Is there any chance at all that they would be likely to reconsider your aid if you don't have any competing offers?

This may be a stupid question...I applied and was accepted to CMU early decision. I have a competing scholarship offer from Case Western, but obviously I am not going. Could I fill out this form and send it to them, or will they just ignore it since I'm committed to CMU already.

Probably ignore it. Matching is for RD students I believe.

It's worth trying to get them to offer you scholarship money. It worked for me, but I have a feeling that's because they admitted many less female CS students than in previous years. If they don't offer you more money, as happened to one of my friends, at least you tried.
