According to my school, for the first time you are caught cheating, you receive a failing grade for the test/quiz you cheated on, your semester grade is lowered one full letter, and a referral is sent to the administration. What does this mean and how will this affect a person's chances to college?

It means it lowers your chances for admission.

but by how much?

You can’t really quantify the amount that academic dishonesty lowers your chances. Probably different amounts at different schools

Did you cheat?

my friend got caught cheating on a math quiz. received a zero on their quiz. but past that i dont know

For highly selective colleges, you would be out of the running. It may have less of an effect on less-selective colleges.
