Would it be better to get a great rec. from a math teacher (closer to my prospective major of biology) who I just know pretty well, or from a Spanish teacher who will write a REALLY good rec.? The Spanish teacher will most likely put more personal stuff, and the math teacher would just put academic related stuff.

the more personal the rec, the better. Every rec letter says something along the lines of "...this is the best student I have ever had"

So if I have been really involved in Spanish (4 years, AP course, pres of International/Spanish club, plus 2 missions trips to Mexico) would it look good to use a Spanish teacher letter, even i don't plan to major in it?

At this point, they don't care what your major is. Use the Spanish one if it is better.

what would they rather see: specific details about you, like projects and stuff that were really good and you couldn't put in your app, or personality and stuff like "one of the most impressive students ever"?

I'm not really sure because I'm also just applying to them, but I think that they would like to see both. I think that the essays and activity charts are the place where you can tell them what you've been up to over the past few years. I also think that they are the place where you can show them your personality and give them your final statements as to why they should accept you. I believe that the recs. are there to show them how other people perceive you as a student and as a human being. It would probably be better if they were more personal so that the people making the recs. will be able to give a better argument in your favor to the adcom for your acceptance. At least this was how I interpreted them.
