i got accepted into penn state a month ago, i was happy about it. for past 3 years, i usually get Bs and few As and Cs. but during senior year, i have failed 1 class in the first semester, and now i have 2 Ds this semester. so my question is, will penn state care about much about the first or both semester of your senior year grade? will they rescind the admission?

Yes. It can happen. Best course of action is a preemptive strike: write admissions and explain what happened.

I was told only if you don’t graduate; otherwise your fine.

If you’ve failed a class senior year, you could be in hot water wherever you are going. Now, I was told though that PSU only requires proof of graduation.
