<p>My son majored in accounting at UCONN, had a wonderful internship with a top four firm after his junior year, and was offered a job with them upon graduation. They are now helping him obtain his masters there, and he is working towards his CPA. He was very happy with his education at UCONN and the opportunities it provided him in the New York/New England area. As far as public state flagship universities go, it is not too large, and the new business and IT buildings are state-of-the-art. You should check it out.</p>
<p>Northeastern in boston might be a good choice for you. It has moderately selective with an excellent business (accounting/finance) program and their specialty is co-op work in the field so you would be able to find internships easily. It doesn't satisfy the 20K tuition limit as it is a private school, but they do give good scholarships and ok financial aid.</p>
