How do you score well on it? Do you read the entire thing thoroughly, or was it more of a quick skim?

I got a 35 on the reading, my only score higher than a 30, and I read it.

I used my SAT Reading test taking skills - I.E, I power skimmed, and re-read as needed. I underlined all the important parts, after reading the questions first to get an idea of what I was to look for. Then I re-read the underlined portions as I read the questions. I hope this helps!

Bump...for more advice on ACT reading

I would say to definitely read the one with the "character" and story line. Its much more detail oriented than the other passages. Don't completely read to understand, but read more clearly, not exactly a power skim.

Actually, I noticed with the ACT reading you don't really have to read as much. All you have to do is pretty much skim and the questions are pretty straightforward, which is exactly why I don't try to read the whole passage. As a matter of fact, I didn't read on one passage, just went straight to the questions and still found answers. I guess people have their own way of approaching the reading section. Do whatever suits you the best.
