ACT Writing Lower score the second time, but much higher the first time

I got a 30 composite on my recent ACT, but a 23 on writing. My first ACT I got a 28 composite, and a 33 on writing. When submitting both scores to colleges what will happen with my writing scores and what would colleges think

Honestly, schools don’t really give a crap about your writing score, especially since your supplements and common app essay will tell them much more about your skills as a writer than 40 minutes on a standardized test.

Send both scores to the schools that require writing - they know that writing scores with the ACT are not completely reliable but will see your excellent 33 nonetheless. For schools that don’t require writing, don’t worry about the 23.

seems general consensus is that as long as you do OK and can write you’re ok. you don’t really need a good score on that section
