<p>1st: yes. as long as you submit recommendation from someone relevant.
2nd: I think you should ask your recommender to write in the language he is comfortable in. Sloppy english won’t matter, but I don’t think your recommender will be able to express what he thinks properly if he doesn’t know good english.
