Admit GPA range Vs Admit rate (Transfers by Major)

I’m talking about this:
https://www.universityofcalifornia.edu/infocenter/transfers-major

Is the admit rate in regards to the people who fall in the admit GPA range, or is it for everyone who applied to the major/school?

Lets take UCLA for example, it says the admit GPA range is 3.57 - 3.92 and the admit rate is 26%. So is it 26% of people who applied get accepted or is it 26% of the people who fall into the GPA range get accepted?

I was always assumed the admit rate was everyone who applied, but i’m not certain.

I believe it’s the entire rate.

on the site they say

So it is over all applicants.

for the 25-75 range they say

In other words if a given campus/major had 100 admits then they sort them by gpa order and find the median. They then list the hi and lo gpa that has 50 of the admits centered around the median.
