Affordable "warm weather" schools

My daughter is a junior and is starting to put together a list of colleges. We live in WI but she wants to attend school in a warmer climate - FL, AZ, AL, etc. She has a 3.75 unweighted. 2 AP courses. Looking to major in Psychology. Has not taken the ACT yet. Will probably score mid 20’s. She would want a mid to larger size school and is interested in joining a sorority. I need to keep the cost in the 25K-30K per year range. We will not qualify for need based aid. It appears U of AZ offers decent merit aid for a GPA in her range ($12K-$20K). University of Southern Florida and Central Florida might fit her criteria. We have not toured these campuses yet so any feedback would be appreciated. Will probably tour schools in the spring/early summer. Any others we might be overlooking? Thanks!

University of Alabama, big Greek Life (expensive: expect $3-4000 per year for living out, but this does include a meal plan), football etc. Has Randall Research Scholars which she might be interested in for psych research?

At the moment, a 3.75 would get her btw $24-28k in merit (on current scheme, it may change), bringing net direct costs to $17 - 21k

Lots of kids from all over the country, OOS is larger than instate, including in sorority membership.

You can also look at Mississippi (Ole Miss), Arizona, South Carolina, New Mexico.

That Alabama link says that 3.75 qualifies for a competitive scholarship. To get an automatic scholarship, a sufficiently high SAT or ACT score is also needed.
