So do I have a chance?

My other question was if I should send my SAT scores or not. I know the ACT is in the 50% range (or maybe a little below), but my SAT is way below that range. My scores are as follows:

SAT I:
M: 710
CR: 590
W: 610

SAT II:
MathIIC: 640
Chem: 770

Since I'm applying to the engineering school, I think they would like to see my Math I score and Chem score. I'm also worried that my CR, W, and MathIIC will hinder my chances. Is it worth it to go ahead and send them? Thanks. Also, does Duke only look at the highest score?
