<p>In certain parts of the country, all students take the SAT; in other parts, all take the ACT. The former will have lower SAT scores and higher ACT scores (all students take SAT, only college-bound students who bother to work on testing take ACT) while the latter will have lower ACT and higher SAT scores (all students take ACT, only college-bound students who bother to work on testing take SAT).</p>
