Am I considered an "international student"?

<p>Hi everyone!
I was wondering whether or not I am considered an international student since it is often not clearly stated on college websites. I currently live and go to high school in the US and will graduate from an American high school. But I was only here for my junior and senior year of high school, I lived in a foreign country for middle school and part of high school. However, I also attended and finished elementary school here in the US. I am not an US citizen and do not have a green card, we are here on a visa.
So I was wondering if I have to follow the same application procedure for international students for colleges or not.

<p>You need to contact each college on your list and ask them what they want you to do. Some will want official copies of your foreign high school transcripts. Some will require you to take the TOEFL if you were studying in a school where the instruction was not in English. Depending on the state and city where you are living and studying now, some public community colleges and universities might consider you local or in-state for tuition and fees.</p>

<p>You are international for financial aid purposes, and cannot use the FAFSA to apply for federal aid. If money is an issue, you might not be able to attend any college or university here.</p>
