Just finished my sophomore year of high school which was meh…ok.
After I graduate HS, I want to go to an engineering school and major in biomedical engineering, I am trying to get my grades up so I can aim for schools like University of Michigan, Georgia Tech, Boston University, WPI, Tufts, Johns Hopkins, WashU, and Cornell. It would be a great help if you could list some schools that I have a shot at going to.

640 SAT 2 Biology
2 APs Biology and Comp Sci (Waiting For Scores)

I know my GPA is low and subject tests scores are too, any ideas of how I can improve on that?

4.2 UW GPA on what scale? Pick AP courses that interests you and score high to improve your GPA. Take other subject tests in your strong subjects. Your EC’s are good, get leadership positions and win awards.
A 4.2 UW GPA is impossible (at least on a normal scale). Did you maybe mean W? If you want to do engineering, make sure to start taking engineering heavy classes soon (assuming that you can pick your classes).
Next, that 640 on SAT II’s is awesome as along as you are not trying for Ivy League. If you are, then you might have to improve it or do another STEM SAT II.
Third, I think your ECs are great but try to do something that isn’t associated with school (like volunteering at a hospital or getting a job). Maybe start that stuff this summer.
Finally, you picked excellent colleges for Engineering. Good luck with Junior year and your ACT/SAT I.
