I am an american high school student with a Canadian citizenship and was looking at Canadian colleges like University of Toronto and saw the minimum cutoff grade of low 80s? Can anyone help me figure out my chances are of getting into computer science undergrad programs in the Ontario region?

CS tends to be more difficult than some majors to get into. As such I am not sure whether you will get into CS at Toronto (or Waterloo, Queens, or McMaster). There are however a LOT of other very good universities in Ontario with good CS programs, and I am pretty sure that you will get into many of them. Of course since you are a Canadian citizen you would pay Canadian tuition.
I would be inclined to ask admissions at several schools if you don’t get a more knowledgeable answer from CC.
I have no idea how competitive your stats are, but just to confirm what DadTwoGirls posted, you need to look at the admission requirements for the specific program you are interested in, not the school in general. Usually the general admission requirements apply to the least competitive programs to get admitted to such as many in the faculty of arts. Also the minimum cut off only means they will not look at scores below that point. It does not mean you will get admitted if you meet that cut off. Each program is going to have it’s own specific admission requirements and for computer science it is going to be higher than the general posted cut off. As mentioned admission to CS at Toronto, Waterloo, Queens & McMaster is going to be highly competitive.
I recommend you also consider U of Ottawa, Dalhousie, and U of Alberta. Western/UWO has a great reputation as a school overall but their comp sci program is not as well regarded and while it is true that McMaster has a really high cut off for their program, the feedback from students on the program is not positive as the feeling is the curriculum needs an entire overhaul.
