An UC Davis Appeal Question

I hope everybody is well.
I was rejected from UC Davis with low GPA 3.59W and 1270 SAT.
I ain’t giving up. I want to appeal my application.
I know UC Davis allows us to describe any special circumstances in the appeal letter, therefore this requirement lead to my question.

Do I must talk about the special circumstances ( family problems, financial hardship, life challenge) BEFORE I SUBMIT THE NOVEMBER UC APPLICATION, or can I just talk about my CURRENT financial hardship and life challenge? They started at March and no idea when it is the end.

My special circumstances does not related to my academic achievement but caused a huge impact for my family.
I have an upward GPA trend in Senior year and extracurricular activity related to my major Pre-Landscape Architecture.

Am I wasting time if I am gonna to appeal?

@Liamboy: The purpose of the waitlist essay is bring to light any new and compelling information that was not noted on your UC application. UCD wants to know why your academics were not up to par so if your family situation contributed to lower academics, address this problem. If something new has arisen, such as you are required to be near your family due to health issue, a parent losing a job and you helping with family finances etc… since you submitted the application, then address this also.

Just make sure whatever family issues you have, they are well documented.
