I want to understand why are there 2 different AP chemistry tests for the same year?
For example, 2008 and 2008b. (in this case 2008b is form B? )
what is the difference between these tests (regular and form b)? Is one easier test than other? are they both part of same test?
when taking an AP chemistry test, should sign up for both the tests?

Test B is the makeup test - if you’re sick on the day of the original test, you can take the makeup form B the next week.
No it’s not. The late test is another form.
Form B is given to international students as well as select US students. Regardless, you have no choice in what form you get.
In theory, the scores are normalized across the various forms, but again, it is what it is; it’s not like you have a choice in the matter.
so all students who register to write AP chemistry test in May, some get form A and some get form B by random selection, on the same test day?
