I'm slightly confused by this chart. What does "no exemption" mean? No exemption from what?

For example, for Biology, it says you can get 3 advanced credit but next to it, it says "no exemption." What good are these advanced credits, say, if you wanna major in chem engineering? What is an advanced credit anyway?

Also, for SEAS, I heard you can only get 16 advanced credits and no more?

Also, they don't list AP Stats. Is it good for nothing?

There are two different things – credit and placement. Credit is units(points) towards graduation. Placement is getting out of requirements.

For bio, you get 3 credits towards graduation, but you’d still have to take the introductory bio course if your major requires it.

You’re on to something. If you’re in a cushy major with few requirements, advanced credits might allow you to slack off and take a lighter load or graduate early. In the more intense SEAS majors like ChE, you’re likely going to finish with a good deal more credits than the minimum required for graduation so your advanced credits are superfluous.
