AP US Gov't free response "essay"

For the AP US Gov’t free response questions, are you required to write a formal essay with an introduction and conclusion, or can you just answer the question straight up? The sample essays on AP central are more essays than short answers, but my teacher says only the latter is required.

For any given free response question, you do not have to provide an introduction, thesis, or conclusion. Just answer the question as it’s given and make sure that your response sufficiently addresses what the question asks. If you have to, give an example that demonstrates the concept, term, or idea related to your answer. Other than that, I would suggest that you keep you responses contained, but comprehensive at the same time.
