I'm a U.S citizen born in California ,but studied in Romania(middle and high school). I called Stanford asking what kind of student they would consider me as, and told me I would be a domestic student, but would view my application as an international one. What does this mean? and if it's bad news or good news.

It’s neither good nor bad news. It means that your academic record will be evaluated within the context Romanian education system (assuming you went to Romanian schools. If you went to an International school, you will be evaluated within that context.) Stanford will also take into consideration that, living and studying in Romania, you may not have been able to do as many ECs as American kids.

And, you will be a domestic applicant for financial aid purposes. This means that if your parents are US citizens or legal permanent residents they need to file their US federal tax returns early in 2014 so that you can link the results to your FAFSA. For questions about that, visit the Financial Aid forum.
