Applying to grad school with a Master's

If I'm applying for an engineering master's program, say in Applied Math or CompSci, and I already have a master's degree in Electrical Engineering, does that automatically put me above the competition? How is an applicant with a completed master's degree looked at by admissions? I'm not able to do a PhD because I have to work and don't have the time.

nobody knows?

I would think it definitely helps, as it demonstrates that you have the aptitude for graduate work.
