Applying to US top Schools as an African

Hi guys . I am a senegalese (West Africa) student. I want to apply to some good colleges not necessarily top ones but I really do struggle with application. The senegalese system is close to the french one but it's still a bit different. My counselor does not know any word of english. A GPA of more than 3,5 out of 4 is total utopia and I dont want to look like a "weak" student since my GPA is 3,1. I do not know how I can send a translated version of my transcript because our ministry of education no longer offers that service. I do not know what to do. Can anybody help me?
Plus, our school does not offer ECs ( our scool work load is ridiculously heavy 44hours per week ) , AP and IB. We do not have that. So I just spoke about my hobbies in the EC section.
There is no community service in my country, and I do not want to vindicate myself because I'm coming from a developing country. How can I explain this circumstances in my application ?
I took the SAT on december and waiting for my score.
sat 2 ( physics : 700, math : 700 ) i will take them again.

Anybody ??? I really need help

To calculate your weighted GPA according to French-patterned schools, you should divide your moyenne g

Okaay Thank You a lot. This would give me a GPA of 5 then .
What about the transcript translation ?
