Are my stats good enough for decent schools?! UF, UNC, Fordham, etc.

Hello, I’ve never done one of these before so I’m not exactly sure what information is relevant and what is not. I’m a female, Asian, IB student.
Weighted GPA: 4.9 (as of now, expected to increase after 1st quarter/semester)
Class Rank: 28 out of 582
SAT Score: 1290 (Planning on retaking one last time in November for ~1350)
Extracurriculars: NHS, SHS (Spanish Honor Society), Pottery Club, Mu Alpha Theta Scrapbook, Art Club, Tennis, Had a job on weekends throughout high school, primary caretaker for my mother who had breast cancer (I included this as a family responsibility as it took up many hours during high school), TA for Sunday School. (I haven’t decided which to cut to fit the limit for Common App and Coalition)

I’m applying to in-state schools such as University of Florida, Florida State University, University of South Florida. Out-of-states such as Tulane, Fordham, UNC Chapel HIll, University of Michigan and possibly Boston University. I know that my out-of-states are reach schools but do you think there’s possibilities? Specifically for UNC, UM and BU?
For in-states, my top choice is UF.

What do y’all think of my chances?
I do know that my SAT scores aren’t particularly strong and neither is my GPA. I have always been in the in-between state as I know that I perform at a higher level than the average students but I am the middle to lower tier of that top tier, if that makes any sense. Would love to hear back on your thoughts! Please be kind but firm!! I know that college admissions are not kind but my heart isn’t ready…

Also, maybe GWU as it was a dream school of mine when I was younger. Forgot to include because I wasn’t really considering it but please let me know if you think I should even apply there!

Florida - Should be no problem, Fall 2016 acceptance rate was 46%.
Other Florida schools you mentioned - Should be no problem.
UNC - A reach, considering NC state law requires 82% of incoming freshmen to be from NC.
Michigan - Definite reach.
GWU - Doable. 2016 acceptance rate was 40%.
Fordham - Doable. 2016 acceptance rate was 45%.
Boston and Tulane - Possible, but 2016 acceptance rates were under 30% at both schools.

Go ahead and apply to all - nothing ventured, nothing gained.
