Are there any colleges that don't require the TOEFL for int'l students?

<p>Hi, I'm asking this for a friend overseas from China. Her TOEFL score is not high enough for many US schools that require it. I'm wondering if there are any int'l-friendly colleges that don't require the TOEFL exam? Thanks a lot.</p>
