When I apply for ASU do I automatically get applied for the Honors Program too. Also do I stand a chance of getting into the honors program with a 2.8 GPA and a 30 ACT.
You apply to ASU first then Barrett’s is a separate application.

There is no minimum GPA or test score requirement for admission. The Barrett application is quite comprehensive, allowing many different facets of each individual to be considered. The typical transfer or continuing ASU student admitted to Barrett has a cumulative college GPA of at least 3.6. For high school seniors, the average unweighted high school GPA for the fall 2015 incoming class was 3.77, the average score on the old SAT, retired in February 2016, was 1280 (Critical Reading and Mathematics sections only), and the average composite ACT was 29.
Your GPA does not look promising.
