"Best buy" schools for wealthier families

<p>This is a very long post…sorry.</p>

<p>Here is a list of schools ranked according to a simple cost-benefits index. My measure of cost was the average net total price after subtracting federal, state, and local financial gift aid for families with incomes over $110K. My measure of benefits was the graduation rate for all freshmen (and therefore all the benefits associated with a high graduation rate). The index is simply grad rate divided by net cost times 1000. The higher the grad rate relative to cost, the higher the index. The higher the index, the better the school relative to cost.</p>

<p>The net cost for families with incomes over $110K is calculated by the US Dept of Ed IPEDS web site for families receiving Title IV aid. Net price was not provided for out-of-state students at public universities so I had to calculate it based on the assumption that average financial aid for out-of-state students would be the same as for in-state. If out-of-state students would receive more aid on average, then the rank of the public schools would be underestimated in this list. I debated whether to estimate the net price for OOS and decided to include the public schools but with this caveat.</p>

<p>I made the interesting observation that net price for families with incomes over $110K was consistently lower than for families in the $75-110K range. This contradicted my expectation that aid would go down as income went up. Perhaps the high-income students had better academic records and therefore received more merit aid. I don’t know (but maybe someone else can explain).</p>

<p>I included total cost, average financial aid for incomes over $110K, and grad rate but the index can’t be reproduced from these data. For one thing, IPEDS did the calculation based only on students receiving Title IV aid.</p>

<p>Following is the explanation of “net price” from the IPEDS website:</p>

<p>“Average net price (income over 110,000)-students receiving Title IV Federal financial aid, 2008-09
Variable Description
Average net price for full-time, first-time degree/certificate-seeking undergraduates who received Title IV federal student aid - INCOME LEVEL (110,001 or more). Title IV federal student aid, includes federal grants or federal student loans. </p>

<p>Applicable to private not-for-profit and for-profit institutions with standard calendar systems (semester, quarter, trimester, 4-1-4) that report financial aid data for students enrolled for the FALL and received aid anytime during the full aid year. These institutions report cost of attendance for the full academic year. </p>

<p>Also, applicable to public or private institutions that measure courses primarily by contact hours, or offers primarily occupational programs measured in credit hours with calendar systems that are continuous, or differs by programs. These institutions report financial aid data for students enrolled between the 12-month period (September 1 through August 31) and received aid anytime during the full aid year. These institutions report cost of attendance for their largest program for the length of that program. </p>

<p>For institutions that report cost of attendance for the full academic year an average yearly net price is generated by subtracting the average amount of federal, state or local government, or institutional grant and scholarship aid from the total cost of attendance. Total cost of attendance is the sum of published tuition and required fees, books and supplies and the weighted average room and board and other expenses. </p>

<p>The weighted average for room and board and other expenses is generated as follows: </p>

<p>(amount for on-campus room, board and other expenses * # of students living on-campus.
+ amount for off-campus (with family) room, board and other expenses * # of students living off-campus with family
+ amount for off-campus (not with family) room, board and other expenses * # of students living off-campus not with family) </p>

<p>divided by the total # of students. </p>

<p>Students whose living arrangements are unknown are excluded from the calculation. For some institutions the # of students by living arrangement will be known, but dollar amounts will not be known. In this case the # of students with no corresponding dollar amount will be excluded from the denominator. </p>

<p>For institutions that report the cost of attendance for their largest program for the length of that program, the cost of attendance is generated as stated above, but is then divided by the number of months to complete the program to produce a monthly cost of attendance. The average amount of federal, state or local government, or institutional grant and scholarship aid is also divided by 12 to produce a monthly average. The average net price is generated by subtracting the average monthly grant and scholarship aid from the average monthly cost of attendance and the difference is multiplied by the number of months to complete the program. </p>

<p>Full-time, first-time degree/certificate-seeking undergraduates - A student enrolled in a 4- or 5-year bachelor's degree program, an associate's degree program, or a vocational or technical program below the baccalaureate level, who has no prior postsecondary experience, and is enrolled for 12 or more semester credits, or 12 or more quarter credits, or 24 or more contact hours a week each term.

<p>No, the graduation rates used above are 6 year graduation rates. The UCs are actually quite high in that measure, and also relatively high in comparison to other public universities on the 4 year graduation rates.</p>

<p>What brings the UCs down in this list is that out of state costs are used for state universities, with out of state financial aid being assumed to be no more than in state financial aid, and UC out of state costs are very high now (unlike a few decades ago when UC served as an attractor for out of staters to go to school in California and often settle in California to contribute to the California economy).</p>

<p>What might be interesting is if public universities had two entries, one for in state and one for out of state.</p>

<p>The in-state net price is available on IPEDS by income level. I will post it for the public universities.</p>

<p>That’s in interesting difference from the first list. You can see the states that try to keep talent in house (GA, FL). The CUNYs and SUNYs stay relatively constant in their placement.</p>

<p>Since 6-year graduation rates are of interest here, would there be enough data to try to determine which colleges are most effective at graduating students, after accounting for admissions selectivity, part time vs. full time students, choice of major, etc.? Many of the colleges in these lists have 6-year graduation rates under 50%. It would be interesting to know whether the poor graduation rates at these schools are due to student characteristics (e.g. poor preparation for college level work, lots of part time students) or school characteristics (e.g. insufficient course offerings, poor instruction quality, poor academic support).</p>

The grad rates are just for full-time freshman and exclude part-time. I think student characteristics and school characteristics are so intertwined that it would be very difficult to sort them out. They have a reciprocal effect on each other. The best students are attracted to the best schools and help make the school better by their presence. Quality students beget quality schools and vice versa. </p>

<p>I think the best way to see if school characteristics “add value” is to look at the US News overperformance and underperformance indicators. I could calculate my own overperformance/underperformance index using multiple regression techniques but it would be laborious. US News uses multiple regression techniques when it does its calculation. I’m not sure I could improve on it. US News has good statisticians working for them.</p>

<p>Here is the cost-benefits index for families in the 75-110K income range. I think the largest number of families fall in this category. Could be wrong about that. For public schools, net price is for OOS.</p>
