Is it better to go to a college with a small department of study for what you want to do so that you know classes will not be over crowded or cut back?

Is there a major (don't want linguistics) that allows students to learn 3 languages in 1 major?
I heard/read that U of pittsburgh has a dual major for chinese/japanese. This seems really cool. What about universities in other countries? Example(I want to be a polyglot that works internationally)
Does this look reasonable?:
Gap year:Japan 1 year
College: Study Japanese/Chinese and study abroad in China 1 year
Internship abroad.....

In HS i am taking spanish and french and will add chinese my senior year but will take an online class this summer

What are really good universities with SAT scores between 1700-1800?
