ucla has 25th percentile 25 on ac.so why cant i get in?

None of these are realistic and many a student found that out to their detriment. Apply but consider them reaches.

Cappex and Parchment are useless to determine chances since they only take into account results reported by students. You need to look at the common dataset for UCLA but this will only give you a chance based on academics. EC’s and essays are subjective, so your acceptance/denial will depend upon the admission’s officer reviewing your application (holisitic review). There is always a chance, just have some definite Match and Safety schools on your list.
