I'm thinking about doing cognitive science or neuroscience and possibly minoring in philosophy (mostly because I find philosophy interesting but also because it gives insight on the non scientific workings of thought). Are these beneficial majors for pursuing psychiatry/neuropsychiatry in med school and as a career?

First comes college, then comes med school, THEN comes choosing a specialty like psychiatry. You’re getting ahead of yourself. What major you choose for your undergrad will have very little if any impact by the point you get to choosing a specialty, if you still are interested in that specialty 8+ years from now when it becomes an issue.
So just pick something that interests you where it is possible to get all of the pre-med requirements you need. Neuro and a philosophy minor would be fine.

^^^ solid advice.

When you get into medical school you will then choose your desired specialty. To get into medical school you can be of any major you want. If I were you I would pick a major that genuinely interests you. If you are really committed to psychiatry, neuroscience or psychology works. But your goal is to get into medical school first.
