Best time to study abroad as a transfer student?

<p>I would like to study abroad but am not sure when the "best" time would be to do so as a transfer student?
I think my best option is either my second semester/quarter or my first summer off.
Any thoughts?</p>

Not entirely sure where I will be studying abroad but it will most likely be somewhere in Europe! </p>
