I am an international high school graduate; I think that my profile is good enough that I got accepted at Dartmouth and waitlisted by UChicago. However, I can’t attend at Dartmouth because of the modest financial aid offer. So I need to have a list of the colleges that offer merit-based scholarships. And I hope that these schools aren’t that bad when compared to Dartmouth and such schools.

SAT : 2200 ; SAT Subjects : MATHI : 750 Biology : 800; GPA : 4 out of 4. Some good political extracurricular activities I guess, along with some fine activities in music and soccer.
My family can pay around $15k a year.
The expected family contribution in Dartmouth’s offer was ~$35k.
P.S: I made a mistake in the CSS profile; but I didn’t notice it until it was too late
The major is still undecided; but I lean towards having double major/ a major and a minor, any of which should include Political Science.
In terms of the US News rankings, WashU is–I believe–the highest rated school that offers merit scholarships.
Other highly rated contenders include Rice, Vanderbilt, Notre Dame, Emory, USC, Tulane, and Northeastern.
Are you looking for competitive merit or guaranteed merit? The lists will be very different.
^^ For competitive merit scholarships, also add Duke, UMiami, Brandeis, George Washington, and Wake Forest. If you want to consider LACs, add Washington & Lee, Davidson, and Grinnell. Go farther down in the rankings to find more.

UChicago wait list is almost as large as its total undergraduate enrollment.

A 2200 is very good, but I don’t think it’s competitive for merit from Rice, WashU, Vandy, ND, and Emory.
It would get merit from Tulane (if Tulane awards to int’ls), but not enough to get costs down to $15k per year.
Does the $15k per year include the cost of int’l travel, personal expenses, and health insurance?
We went this same route with a domestic student last year, and I am hard pressed to think of a private school with merit where you could drive the cost down to $15K total with those scores. You might need to reassess the situation entirely.
