I couldn’t find anything clear online. I’m just wondering if there’s a BFA Acting program at UPenn? Also, what are some schools that have a good BFA Acting program?

The theater major curriculum at Penn seems to have quite a few acting classes.
Penn has a BA program in theater arts. It does not offer a BFA in acting. Check the theater major forum for a list of BFA programs.
