Biochemistry or Biochemical/Biomedical Engineering?

Hi! I was wondering if I could have some advice on my major! A few of the schools I want to apply for do not let me apply both to their Arts+Sciences College and Engineering College at the same time! I need help with what my major is!

I want to be a research scientist for the government/military and create a drug (through my research) that when injected, changes the genetics of soldiers to enhance their performance-Yes, like Captain America. Not like steroids, but an actual change of the genetic makeup of muscles and nerves, etc.

So what is my major? Bioengineering? Biochemistry? Biochemical/Biomedical Engineering? Or something I have not touched yet? Thanks!! Please reply!!

I know that some chemical engineers and bioengineers work in drug discovery. Possibly biochemists do as well, but I would advise applying to the engineering department of each college, because it is much easier to transfer OUT of the department than it is to transfer IN.
