<p>Here's my take on that question.
That portion of the passage is referring more to the size and power of the painting in small surroundings than to the elegance of the surroundings. The author felt that the painting could not be displayed to its best advantage because the house was small and the lighting was wrong. The author also states that the painting would best be displayed in a large, empty room, which would most not likely be considered elegant because of its austerity. However, the question does seem a bit ambiguous.</p>
