BRIGHT FUTURES, Virginia HS, but FL. Resident?

Alright, so my father is in the Military, and is a resident of Florida. We have been cleared by the admission officers that we will receive in-state tuition in Florida due to his military orders there. However, we currently live in Virginia, and I will have done all 4 years of high school in Virginia. Am I ineligible for the Bright Futures scholarship even though technically I am a resident of Florida? I kind of figured it would be a no, however I had a friend who was in somewhat of a similar situation, and his brothers completed their 4 years of high school in Massachusetts, and then got the Bright Futures program in Florida so now I am unsure.... Any Information would be great! If it matters, the colleges I'm applying to are UF and UCF.
