does this mean that they encourage (or at least, are less discouraging of) submitting more than 2?

I’ve always wondered this because most schools (HYP, upenn, williams) only let you submit 2 on common app, which makes it a pain to send in an additional rec via mail
while some schools (duke, UVA) LET you submit 3 on the common app, which facilitates the process, which in effect serves to encourage it

brown is the only one of my schools that lets me submit FOUR through common app. I have 3 recs. should I submit all of them or just 2?

I don’t think the comparative aspect of your question is really meaningful. Brown is telling you they’ll read more recommendations if you send them, so if you have more than 2 and would like to send them, you should. Other schools may be sending different messages which may or may not be attached to their limit on the common application. All that matters here is what an individual school is willing to read/evaluate, and you should supply each school with the number of recommendations you have that you want sent up to their limit.

they tend to have more recs spaces because if you have 2 people that can recommend you and both can’t give you their point of view in a determined matter or subject then you can use the other recs spots for another people who can give to brown that info that the others could not gave, the 4 spaces doesn’t mean that you have to use them.
