I got into Brown and Berkeley and I was wondering which is the best option for someone who wants to get a political science degree and then move on to graduate school

Either one is a great option. Consider cost and fit, as political science isn't exactly a field known for its exceptional pay.

For undergrad, Brown will be better hands down. Grad school, head to Cal.

I don't know that Brown is better hands down...especially if the cost will be high.

Well a lot of the lower division poli sci classes here at Cal have over 400 students in them so that's something to consider.
In terms of professor student interaction and peer quality I would say Brown wins hands down.

Again, a large class doesn't necessarily mean you don't learn much. But I do agree with the peer quality issue.

Keep in mind, however, that a lot of professors will be more available than people think. I went to a similarly large school for undergrad, and I got plenty of professor interaction.
