<p>find a car you like (craigslist, autotrader, dealership, private, etc)</p>
<p>check it out (inspectiong) and have the seller pay for a smog (make sure it passes too)</p>
<p>haggle price and get loan if needed.</p>
<p>get the title over to you and head over to the dmv to register it along with smog papers.</p>
<p>get insurance (assuming you already have a drivers license)</p>
