I know someone who was not admitted into Cal Poly as a transfer and was wondering if that was due to not submitting additional info requested by them. Would this be a reason to appeal the rejection?

Sorry to hear that. Hope they have other good options.
Cal Poly’s specifically excludes application errors and omissions as a reason for a successful appeal.
