So, since I am a worrywart, I need help making this decision. I'm desperately curious about the status of my application at one of the places I applied. It's a master's program in library science at the University of Illinois. The website says that decisions are usually made by mid-March. According to thegradcafe.com someone in the PhD program heard back last month. At this point, would it be okay to email and ask about my status?

Since it is not mid-March, I would advise you to sit tight. The person on the other site applied for a PhD program. That's different.

Anyway, if you simply can't stand a minute more, call the Administrative Assistant in the department office, and ask about the timetable for decisions. Leave the DGS alone until mid-March has come and gone.
