what's the difference between students who got rejected due to their financial contribution and ones who got waitlisted with the same reason??

That’s very speculative since a college will not say you got rejected/waitlisted due to lack of financial aid.

Im really sure that two colleges I applied stated the reason clearly in their notification letters.
One said: “While the Committee was impressed with your academic and extracurricular accomplishments, we have limited international student financial aid resources, and are not able to offer admission with financial aid to all deserving students”;

Other: Though we feel that you have the academic preparation to succeed here, our limited financial aid offerings prevent us from granting you admission with the financial assistance you require… If you and your family’s financial situation changes between now and May 1, 2009 and you would like to be considered…

One is giving you the (minute) chance of entry if your financial situation allows; the other is not. (Your schools were specific because you’re an international; domestic students don’t get that same kind of information.)
