I know Colleges say it won't. But is this true?
I'm an international student, I expect that if they see my grades and my effort maybe they will rise my financial aid in the second year.
Is this stupid?

I think it differs between colleges. Princeton says:
"While the award you receive during your freshman year provides an indication of th amount and type of assistance you may receive in following years, aid can increase or decrease in individual cases depending on actual changes in a family's financial situation."
So yes, it can rise.

Your financial aid would be increased, only if your family financial situation has changes. Grades and effort, however, can help you get more outside scholarship.

Yes financial aid may change each year as you file a new fafsa form but only if your family income situation changes or you declare independence from your parents.
